Where do I put in UserVoice type ideas or enahancement requets?
When you look for UserVoice to offer suggestions to improve SharePoint you are told to go here:

I arrive at the TechCommunity here and I am trying to figure out where to add my suggestions on how to improve or to submit ideas to make the product better.

You can find the SharePoint UserVoice site at: SharePoint UserVoice
There are different forums like:
- Sites and collaboration
- SharePoint Dev Platform
- SharePoint Administration
You can create idea in respective forum based on your idea.
Also note that Microsoft is moving away from UserVoice. Here's note from Microsoft:
We will be moving away from UserVoice feedback sites throughout the 2021 calendar year on a product-by-product basis as we look to move to 1st party solutions.
Customers can continue to submit feedback through existing Microsoft UserVoice sites while they remain active.

On Techcommunity there is no special space created for UserVoice yet, so you if you want to share the ideas here, I guess you have to share those in SharePoint_General space.
