Visio permissions error when using SharePoint File & Media Web part

Hi,

I have created a SP site with numerous pages that include the File and Media Web part to display a Visio diagram that I am having issues with.

Most users have view only access to all documents within the site. When view only users view a page with a Visio file displayed through the file an media web part they get a permissions error.

As a temporary workaround I have added a button with a direct link to a Visio file. If they click on the direct link they are able to view the file with no error. 

Now, when they click back on the browser, the Visio diagram displays with the following error issue.

Once the user clicks Try Again, they are able to view all Visio diagrams throughout the SP site for that session.

Part 2: Whilst view only users can view the Visio diagram they are only able to view the first page, they can not navigate through multiple page diagrams.

This scenario is occurs in Edge and Chrome. Users who have write access do not have this issue.

Has anyone experienced this or have any solutions please?
