Achieving this in SharePoint Online would likely require SPFx development or a third-party add-in (I'm not a developer so I can't say for sure what it would take).
I can't know for sure why this feature was altered, but many features were either scaled back or removed when SharePoint moved to the cloud. It's usually related to performance when a feature like this is scaled back. Technically, the View option is still there but the details automatically appearing is what was changed. So, in the "load behavior" category.
But if you don't mind sharing, what is the "why" behind this need? For example, why is the document metadata needed while viewing the file? Are you extracting key information into the details pane?
