Very odd & intermittent error opening a particular library

This refers to the browser cache. You can trial opening the site in private/incognito mode to check if it works, if it works then clearing the cache should correct this.

Great, thanks BarryAnderson. I thought it meant Sharepoint cache not browser cache.
I did that and it worked temporarily before but every few months it comes up again.
