Using local hosted XML as RSS feed

Hi there,

Tis is for a SP-teamsite

The idea is to install a news-ticker using an RSS feed. I thought about making a powerapp to update an XML just to quickly launch "news" which is scrolled in an RSS webapplet. 

However, I can't figure out if I'm uploading an XML in the document library how I could enter this one as an RSS feed URL. Obviously the shared link doesn't work. 

Any insights?
