Users can't create sites anymore
Since 9th February 2022 our users can no longer create sites from the SharePoint online root site. Instead of asking them if they want a "Teams" site or a "Communication" site it is trying to create a subsite within the home site. A user who has edit access to the home site ends up creating a subsite and non-editors receive an error.
If an admin clicks the link then it does ask which type of site to create.

- Microsoft Support have informed me they fixed the issue by running some diagnostics repair on our tenant with one of their tools.

- First, what is the settings in the admin center. Is the box checked to allow users to create sites?
On your first screenshot, you have the "create site" button in the screenshot. Do regular users see that button when they login? If they do see it when they click it, do they get that error?
So, First, is the button there for regular users?

I have tried a lot of things to fix this but to no avail.
To answer your questions:
I have allowed creation of sites...All users see the "+Create Site" link on the SharePoint start page but they get the error when clicking it. The exception to this is users who have edit access to the home site - these users are asked to create a team subsite and it allows that. The other exception is SharePoint admins click the link and it behaves as it should asking which type of site to create.

I've had a ticket open with Microsoft for a whole week trying to figure this out and I just checked it today, and it's working as it should. The past consecutive 7 days it didn't work but has miraculously fixed itself over night!
