I am experiencing same issue with Project Online save a project site as a template. I tried different tenants and got same issue.
Unable to convert the HeaderColorIndexInLightMode XML attribute for the WebTemplate XML element for feature {badc1293-efc4-40d8-ae6f-f7dac5f97e7e} to a positive integer value.
