Unable to disable preservation block library

Hi everyone! 

I'm trying to delete items from the Preservation block library - but I'm getting blocked because of policy.

I've completley disabled the retention policy placed at the information governance, but I still can not delete the requested items.

Is there another settings I'm missing?
