Unable to create library alerts for external users

Open a ticket here...I know there is a bug introduced in how external users interact with SPO sites and the team is supposed to be working on it, but I don't have any details and don't know if this issue could be also the cause of the problem you are having

Microsoft made a suggestion which has resolved the issue.
The external user needs to be added to the site and they also need to accept the invite before an alert can be added for them.
