Transition from "Lists & Libraries" to Document Set Content Types

I am seeking a possible easy way to import existing "list of minister data fields" into fields established in a "document set" with the same field names? I chose years ago to use the "list & library" method, list to maintain personal data records and library folders to maintain personal supporting "files". I am now looking to create "document sets" for each minister without "manually" entering the personal data records from the existing data list to create the new document set? I am talking about 2500 list items converted into "document sets"?
