Sync, Export to Excel, and view dropdown missing on document library webpart on page for some users

I am stumped.  Half of users see Sync and Export to Excel on a document library webpart, some (including myself) do not:

We tried edge, IE, and chrome and no change.  Users have same permissions as well

Any thoughts!?

    Does your tenant have first release for selected users? Usually this released webparts and newer UI builds to those users / groups if you do. This web part definitely looks like the updated one with the more populated toolbar.

    also noticing that See All link there, is this a web part on a page to a document library? What if you go to the library itself instead? You might be seeing the newer document library web part updates coming down the line.

      I created a new Page and added a document Library webpart.  Some users see that web part on that page 1 way, others a different way.  I granted the users the same permissions.  The views are public.

      Agree here, it seems you are talking about different views of your library and one of them (the second) seems to be the document library webpart that don'r provide Today the same options you have when you directly browse the document library

    Considering you don't have the view link either it has to be a permission issue, or how are you navigating to the library? Are you using a link someone provided, could be that your using a sharing link instead of a direct link to the library which would cause something like that.
