ganeshsanap the number of items is te same for all libraries on both environments.
JayCats That's a strange behavior. Are you site collection administrator for SharePoint online site? If yes, you should see all documents in the library.
If not, are there any item level permissions on this document library and because of it you are unable to see all documents in library?
Anyway, try raising support ticket with Microsoft directly: Get support for M365 - online support

ganeshsanap yes I am a Site Collection Admin on the target site
