Specific user not able to see toolbar on modern library page
Hello,
There is a user who has full control permission on site and library, but for that user the toolbar (new, upload, quick edit...) on the modern library page is missing, this is unusual, it works for other users. Can any please help?

Hi Anna Jhaveri,
Does the user see limited controls (see image below) or no controls?
If they see limited controls it is probably a permissions issue.
If they see no controls it think it might that users web browser.
If its neither of these I would contact support. It sounds buggy.

@Anna Jhaveri, I will doubt if this is related to permission as the user can see the add column option which will only come with certain privileges or more than that.
The one of the issue I will check is the browser and try accessing through the incognito window and then ensure there is no error.
If this do not solve you can always reach out to MS to check if your tenant is going through nay issues.
