SP Online : Copy complete document Library to another site for testing

Can anyone recommend a way to copy a full document library from one site to another to test some functionality.  The copy needs to include folders and documents with Meta data values from the source .   

Many answers online refer to a COPY TO option in the ShrePoint UI behind 3 dots or in the document library settings.   This command is not present.  on the source sites. 

Other answers talk about using powershell to export a template.  One sited option to export the document library appears to have been deprecated, and the XML created from Export-PnPListToSiteTemplate  is far too sparse to build a target document library with documents, users, etc....
