Have you checked if the users are getting any 403 requests in dev console (in e.x chrome)?

nope - not yet - chrome aren't installed on the users pc
tried inprivate browsing - tried to reset IE - still no go
Update:
it was the webpart (doc library) which has unique permissions that caused it
