Basically you have to ask to your admin to enable sharing with external people...by default you cannot shared with external people in a modern SPO site

Thank for your reply it has been already enabled and we do not have any problem with classic site.
The only issue is on modern sites library.

Hi PDostiyar ,
There are two places you need to have external sharing enabled: For the entire organization and for the specific site you are sharing from. If you have access to the new SharePoint admin center preview, go to the site collections tab and find the group site and open up the properties pane. You should see the current external sharing setting there. Hope that helps!

thanks for your note yes i do have access to the SharePoint admin Center and when i check it is alreayd there too this is somthing we alreayd do there are four options we use

Hi PDostiyar ,
I think I know what's happening :) You have the site collection set to only allow external sharing to existing guest users. This means that you can only share to people who are already in your organization's directory. Try setting it to "New and existing external users" and it should work! Let me know how it goes!
