Sharing SITES
Already edited in MS admin
same with sharing options
But still grayed out why?

As far as I know Microsoft 365 Business Basic does not natively support anonymous sharing.
To share SharePoint documents or sites with anyone outside your organization without requiring recipients to sign in with a Microsoft or organizational account, you will need to purchase an add-on license or upgrade to a higher-tier Microsoft 365 plan.Here is a short table comparing the external sharing capabilities of different Microsoft 365 plans:

I understand. I have reviewed the images you sent and I can see that the "Sharing SITES" settings are the same as the "sharing options" settings. However, the "Share the link with" button is still grayed out.
There are a few possible reasons for this:
- Your organization's administrator may have disabled external sharing for the site.
- You may not have permission to share the site.
- The site may be in a special mode, such as "Limited-access user permission lockdown mode".
- There may be a technical issue with the site.
To troubleshoot this issue, you can try the following:
- Check with your organization's administrator to see if external sharing is enabled for the site.
- Make sure that you have permission to share the site.
- Check to see if the site is in a special mode.

I am the site Administrator 🙂
The site may be in a special mode, such as "Limited-access user permission lockdown mode". <-- where to find that?
There may be a technical issue with the site <-- Internet connection has been good for 5 days straight 🙂
Where to find this setting specifically?
Check with your organization's administrator to see if external sharing is enabled for the site.
Make sure that you have permission to share the site.

thanks for your update.To check if your SharePoint Online site is in Limited-access user permission lockdown mode, follow these steps:
- Go to the site you want to check.
- Click the Settings gear icon in the top right corner.
- Click Site settings.
- Under Site Collection Features, look for the Limited-access user permission lockdown mode feature.
- If the feature is activated, you will see a green check mark next to it.
If the feature is activated, you will need to deactivate it before you can share the site externally. To do this, click the Deactivate button next to the feature.
To deactivate the feature, you will need to be a site administrator. If you are not a site administrator, you will need to contact the site administrator to have them deactivate the feature for you.Once the feature is deactivated, you should be able to share the site externally.
