Sharing as viewer

I need to let employees who have view only access to one of libraries share files but not be able to edit them. I have looked and tried to change the advanced permissions/creating new permission levels but the only way I was able to share with people who don't already have existing access is to giving them editing ability.

Letting them edit these documents isn't an option.

Any ideas?
