SharePoint WebPage Element to have HighLight or even better Sticky Note

I am looking for message feature to viewers of SharePoint Webpage; something like HighLight or Sticky Notes which leave Element intact (File or Folder Property untouched).

Element to Highlight:

1. URL
2. File
3. Folder

This contrast with Comments Or Tag of Microsoft File which ties to its Modified Date. 

There's Chrome App which seem able to do this. Appreciate if anyone share their experience using Super Simple Highlighter or similar.
