Sharepoint to power BI "Ask the report owner to share it with you" message issue

Has anyone figured out how to deal with the below message of "Ask the report owner to share it with you" from the power BI feature in SharePoint? I have access to the report below and I still this message.

I have a separate dashboard that I own which does show up for me, but a message similar to the below seems to show up for anyone else on the sharepoint side regardless of if they have access or not. My goal is to make this a landing page for all our information so users dont need to click to the main power BI location; however, I dont know if this will be realistic if the dashboard only shows up for owner permissions.
