SharePoint Template Creation - fail

we have our main intranet site - the default sharepoint url for our company
and then we have various other sites, for collaboration, teams, projects etc.
We can make templates for pages and news posts etc in all sites.... except our main site.

anyone know a reason as to why?  i raised a MS ticket, and they say it is because SharePoint modern sites cannot do this. 

However all our sites are modern, so why does it work on all, except our main intranet site?

    Did you use the existing default root site(company.sharepoint.com) as your intranet, or did you create a new Communication Site and then make that the root site?

    The root site (company.sharepoint.com) is a special site with legacy behaviors, customizations, and features that can block or hide page template functionality.

    If you create a new Communication Site and then make it the root site, page templates work normally because the site is built with the latest modern architecture and has no legacy features. I tested this feature in my tenant, and I can save news or page templates in my root / default site.

    But if the original root site was:

    • created years ago
    • a classic site
    • a publishing site
    • or upgraded from classic to modern

    …then it still carries old hidden features that block page templates, even though it looks modern.
