dchatman- Subcategory is not a folder, it is just a column with a dropdown choices and users select a subcategory dropdown value when uploading the document not before that from the view. So in order for subcategory "January 2020" to show up, you upload a document and when filling in the subcategory property for that document you select "January 2020", it should show up after that.
If this is a pretty standard document library, that's where you want to do the change - not in the site settings. Go to your 'Official Documents and LIcenses' library, and then use the gear icon to go to library settings. There is where you'll find your Category and Subcategory fields - add your new ones to the definition of the field.
I guess I may have been in the correct place. In the screenshot, I put that "January 2020" in the Subcategory field about a week ago but it would never show after checking-in and approving the page. Is there another step i'm missing?
