- Nov 14, 2017For 2013 and 2016, you can create Publishing sites which of course can be changed in any form you wish. While we don't have any details for 2019, I'd speculate no changes will occur here with the existing Publishing infrastructure, but hopefully we'll see some new additions.
And for licensing, I'd also expect it to stay the same for public sites from 2013, 2016, and 2019 -- that is, no User CALs required.
