It's an unusual step, not much of a precedent for this and like some MC posts, I'd like a bit more detail and the additional information link could be more relevant. How about a preview of what this looks like, so we get a heads up how this will surface as well as looking at the questions. I'd be nice if the results were shared in some way, though that might not be practical. Also is the one of exercise, or something that will be repeated, as authors will be reminded every 90 days, seems a little strange otherwise. I might go as far as saying there should be an opt-out option, for admins who consider this an unwanted distraction.

Each tenant should have control over how outside parties, including Microsoft, surfaces in their business. In my opinion, Microsoft has many ways of getting feedback, such as this community. I’m equally happy with Targeted Release but not altogether comfortable for end users to deal with this. I’m probably too old school :-)

I have the same concerns. Our users see the Office 365 service as being managed and supported internally. Therefore, they would perceive any survey as being instigated by the internal IT admins.
Most companies, I would have thought, already have processes in place to get feedback from their end users, which is then consolidated and added to the appropriate UserVoice channel.
We can put out comms to our users that will explain the survey and what information they should and shouldn't share, because it is external, and I'm sure Microsoft will will gain some "interesting" insights from going straight to the end users. However, the feedback could be skewed because of how features have been implemented and configured by us, rather than how it would work if set up differently.
I just hope that the input from the surveys is fed back into UserVoice somehow, so that we admins get a view of this.
