Sharepoint Online Hide Sharepoint settings in a modern page

I have built a small SP Online Site using a Modern Page. This is a read only page for everyone but a few designers/administrators. I need to hide the "SharePoint settings" menu and some links from everyone but designers/administrators.

Amazingly, these seems unbelievably hard to do. 

 

What is the easiest way to do this?

 

Is there an app that can add a web part that allows me to change some CSS or something like that?
