SharePoint no longer sends copy of invite to sharer of a folder

Are your users EXO enabled? If so, they can check their sent items folder and they should see the mails going out. Thanks for your feedback!

Hi Stephen,
They are indeed!
Unfortunatley, we cannot see the emails in the sent folder at all. The only way to be sure the email went out is to check the recipient, or the access rights on the folder/file.

Can you confirm? I just tried this in a test environment and was able to confirm that it worked.
To repro:
1) User A creates a folder in his ONeDrive.
2) User A shares the folder to another user in the organization (User B)
3) User A goes to Outlook Web Access and views the "Sent Items" folder
4) His sharing mail appears
