SharePoint Foundation - EventID 8321

Hi ALL!

I always receive this EventID 8321 at the first login to the website. This always happen right after reset IIS Service:

A certificate validation operation took 15083.8332 milliseconds and has exceeded the execution time threshold.  If this continues to occur, it may represent a configuration issue. 

I have followed the below guide but issue still not fixed:
