Sharepoint Folder Copy Issue for other Owners/Members

Good Afternoon,

I was hoping to use the collective insight of the community to help find some answers to what's happening in our Sharepoint Page.

I currently have a Flow that copies certain folders over to a new project folder when we stand up new initiatives. If I run the flow or even manually copy the entire folder to a new location in the document library everything works fine. 

But if another Admin/ member tries to copy these folders over either manually or using the flow, the folder copies but none of the content and if you attempt to delete this folder you get the error 'Request was cancelled by event received'.

I've explored permissions, but cant' see anything obvious as the users can copy the individual files in the folder, but not the entire thing!
