Sharepoint Document Library Limits
Back in 2012, when our company began using Sharepoint, we set up different subsites for each function. eg.: HR, Accounting, Sales, Operations, Customers. Within these subsites we set up document lib...
You should be aware that Microsoft no longer recommend using subsites but having a hub sites and separate associated sites (which inherit the look & feel and menu structure from the hub site). So you would have an associated site for HR, Accounting etc. In my opinion you need to re-think the architecture of all this as we are a long way on from 2012.
