We are considering using a SharePoint Communication site as our internal newsletter. A few questions about SharePoint Communication sites:
1 - Is it possible to embed a Twitter, LinkedIn, or Instagra...

Apr 04, 20181.Twitter does have a webpart, the other can use embed webpart as well but formatting could be problematic.
2. Yes all modern sites are responsive for mobile access.
3. You can make a "page" the homepage, which supports banners so you can technically have a banner on top of your page itself. But above that not currently.

2. I have experience with embedding LinkedIn in SharePoint sites and it's not good at all depending on what you need to embed. For instance, if you are thinking on showing updates from your company, then you will need to develop a WebPart that calls in some way LinkedIn API
3. For a banner in the Home Page you could create a SPFx Extension
