SharePoint Access Requests Settings

I just performed a simple test: I am a member of both the Site Collection Admins group and the Subsite Owners group. First I removed myself from the Subsite Owners group and added colleague A instead. Then I had colleague B apply for accesses to the subsite. If I understand you correcly, this should result in access request being sent to members of the Subsite Owners group (in my test case, to colleague A). However, in my test it went to the Site Collection Admins group (in my test case, to me).
I would like to have these requests go to the members of the Subsite Owners group. Perhaps there should be a functionality where the Site Collection Admins can select from a drop-down menu which group should receive these requests.
The request goes to the site collection admin not the group owners.
Permission has been broken from the Parents site .
Any clue what I can do ?

I discovered that for a subsite with project template by design the access request goes to the site collection administrator except I specify the email address directly.
