I have used a PowerShell script to remove all the version history except one of files older than 1 year that hasn't been changed. Also I set to block certain file types from being uploaded to SharePoint.
Restrict users from creating Teams, M365 groups.
Depending on what information is stored on SharePoint and when/what point in time data of sites become archive. If you can reach that point move it to Azure cold storage of use SharePoint Archiving which is also cheaper.
