Share with people in org disabled
I can see that I lost the possibility to Share a doc from SharePoint Document library with People in organisation

No, it was not IRM enabled.
I found out why - in Access Request Settings the option Allow members to share the site and individual files and folders was unchecked,
After I turn it on - my problem was solved.

You may have IRM enabled for the Library. Try disabling IRM and check again.
