Server was unable to process request. -- Access is denied. (Exception from HRESULT: 0x80070005)

I am using the tool named as Nokia Learning Offer Tool, It can be downloaded from the share point site and use it in my desktop. Please see the below image for your reference and also those document libraries are used by the LOT for downloading and reading, editing the files.

LOT works in this way,

LOT function will ask to open the folder selection through share point online URL (https://nokia.sharepoint.com/sites/LearningOfferTool/Repository/Shared Documents/) using the function call of O365spGetFileNameForOpen file open dialog, then that file will be downloaded into LOT through the share point API services (https://nokia.sharepoint.com/sites/LearningOfferTool/Repository/_vti_bin/SiteData.asmx) Enumerate folder

This file is listed in the document library (Offer Repository) of share point site and also those LOT users are having right permission for this file. But still access denied issue happens.
