Microsoft have replied elsewhere and confirmed, unfortunately this is a hard limitation and there is currently no way to retain or activate sensitivity labels on image files (e.g. PNGs/JPGs) in SharePoint/OneDrive, even if they’ve been applied in the Purview Information Protection Client in Windows.

This is a hard limitation and there is currently no way to retain or activate sensitivity labels on image files in SharePoint/OneDrive.
