Search Results of "All" and "News" tab in SharePoint online
I have configured the search results of the "All" tab in the sharepoint online like this:
RefinableString13 mapped to ows_promotedstate, that has value of 2 (published News post).
But when I compare the results between All tab and News tab, they give us different results, why is this happened?

make no sense, maybe the index is not finished and not all your news posts have filled the RefinableString. Have you checked the properties from different sites with Search Query tool (https://github.com/pnp/PnP-Tools/releases ) or so?
Aren't users confused when only news appears under all?
