Requesting Files from an external user

I am trying to use the file request option for external users.  It lets me send the email, but it never shows up for the external user.  I have ran Set-SPOTenant -CoreRequestFIlesLinkEnabled $True and the same for onedrive.  This worked at one point, but is no longer sending the email with the upload link.  Does anyone know if something has changed for this process?
