Yes, it is.
A restricted link does not instantiate any new permission, does not break inheritance and is not an invite. It is just a direct link to the item, and to be precise it is a durable link (https://blogs.technet.microsoft.com/wbaer/2015/09/22/durable-links-in-sharepoint-server-2016-it-preview/)

To expand on Salvatore's answer, the "restricted" link will work for anyone who already has permission to the document. If you know that the person already has access, then you can go ahead and copy that restricted link immediately. Hope that helps!
