Read only documents do not show the latest version

In our sharepoint site we have numerous excel sheets that are editable by some and viewable by others.

The issue is that edit users always open the document in the latest version, however the read-only viewers get old versions of the document that says "Last updated 3 days ago" up the top.

We have cleared their cache in the upload centre.
