Please consider voting for moving & Copying of modern Document sets.  You can find the suggestion https://sharepoint.uservoice.com/forums/329214-sites-and-collaboration/suggestions/37773979-modern-document-sets-moving-and-copying

 

I also added a user voice for replacing the classic welcome page with a modern one when creating new document sets however it still has not shown up, will check back tomorrow.
