Document web part - folder/file names invisible and cannot upload

I reproduced the file upload issue at the end of last week, in 2 different tenants - one in standard release, the other in targeted release.
I raised a case with MS yesterday, and the engineer confirmed he can reproduce the issue. He also confirmed they are actively working on it as part of another customer case last updated on 23rd March, and he is going to update me on progress every couple of days.

Glad to know it's across different tenant types. We are targeted release--do you have any sites using a dark color scheme with the fonts not changing over from black to white as well?

Yep - reproducible.
- Document Library WebPart is working fine for me in regards of the Upload feature...the issue you are having could be related to some inconsistencies happening in general in the modern UI
