Preventing Check In of library items that are missing Version Comments

I'm seeking a method which doesn't require PowerShell, that will prevent Check In of document library items if Version Comments are not provided. I have searched and searched but come up dry on this. Has anyone had any luck or experience with this in SharePoint Online?
