pnp-modern-search does not work in the local SharePoint workbench

Use the SharePoint hosted workbench rather than the local workbench.

The local workbench was removed in SPFx 1.13, so it is not supported with SPFx 1.15. Using it can lead to module and chunk loading errors such as:

Microsoft/sp-webpart-workbench/lib/api

Cannot find module './15.js'

In config/serve.json, set initialPage to:

https://<tenant>.sharepoint.com/sites/<site>/_layouts/15/workbench.aspx

Then run gulp serve while signed in to the same Microsoft 365 tenant.

The hosted workbench provides the SharePoint page context required by PnP Modern Search.
