permission level problem for attachment

Wow I have the exact same problem. How did you use Flow to limit just the administrators to edit the list? I would appreciate a reply.
My workaround was to make two lists. For the first list, user has edit permission to upload files. And the second list, users have view permission and only administrator has add and edit permissions.
When user create an item in the first list, administrator's flow copy the item into the second list, and that is the list we really use.
My colleague is working on how to improve my workaround two days ago, no progress yet though.
