We have this issue too and not only PDF. We cannot use links showed in the old lay-out without changing them. The new lay-out provides a stupid way to create a link to a document. Looks like this: https://TENANT.sharepoint.com/sites/SITECOLLECTION/SITE/_layouts/15/guestaccess.aspx?guestaccesstoken=osHOQG%2f9ciYOQWUyz307yDlextREKOQIb1aAxT4%2biSU%3d&folderid=2_10cb1beb594b845dbaba22c02cb033256&rev=1 So if you want to share a link to a document with someone you'll get an unreadable link OR you'll have to share the document, even if that someone already has access.

I think the issue you have EdjeZ is a different one. If you click on "Get a link" in the Call out, a link is created which can be shared to someone, granting him/her permissions to only this specific element whithout you have to share it specificly. To be honest, I don#t know why this is done automatically, but you can remove this link by going to the "Get a link" menu again and click on remove.
Eric Deferm we also have opened a ticket for this behavior. The only feedback we've received until yet, is that Microsoft can reproduce the issue and will forward this internally.
