Opening a document from a link opens in read only mode

Hi,

We recently have upgraded to SharePoint server 2019. We have many pages on our sites have direct links to the documents. When users click on the links from a page or from a links list, they get below popup. The documents either opens in read only mode, no yellow bar on top to edit and save back to SharePoint or asking to save to local drives. We are able to open, edit and save documents from the library with no issues.

In central administration, web application browser File Handling, set to Permissive. I have also added the below registry key to the client machine as suggested HERE . Still no luck.

We are using IE and Office 2013. Please help what changes we can make on IE/Office/Computer to make the documents links opens in edit mode.
