No Notice to Site owner when Sharepoint administrator add new user in Sharepoint Online

Hi,  In Sharepoint Online, Is it possible to have the email notice to Site owner when Sharepoint administrator or Site Collection Administrator add the new user to the Site?  Since our HR wants to secure his Sharepoint site and doesn't allow anyone include IT to add any new user without his permission.

I made the test in Sharepoint online.  When Sharepoint administrator or Site collection administrator add a new user, the site owner will not receive any email notice.

Did Anyone experience this kind of issue before?  Thanks!

This is super late, but there is a solution to this.

You'd have to make this HR person an admin, but you can make it so they're not a global admin, so kind of weaker admin so they won't have too much control.

Then, Admins can also use alert policies to monitor activities like assigning admin privileges. Alert policies can be created in the Microsoft Purview compliance portal or the Microsoft Defender portal.

You can create an alert policy for this specific action and have it alert their admin type.

Vivi I'm not aware of anything that will notify the owner of a site when a new user is added, and there's nothing in Power Automate to do this. But happy to be proved wrong.
