Jennifer. I haven't done it in awhile, but I believe you may be able to "export" a subsite and then import it into another site collection. This is the back-up functionality of SharePoint. Or, if the new Site Collection doesn't exist you should be able to "export/Import" the entire site collection and then delete the dupplicate content.
Yeap, it's fine for SP OnPrem but not for SP Online so she will have to:
(1) Write the PowerShell required to do the move.
(2) Use a migration tool :-)
