Are you saying the modified date on the Document Set is not updating when the PROPERTIES of the Document Set are being changed? (which if that is not happening is not normal)
Or are you saying the modified date on the Document Set is not updating when the CONTENTS (documents) inside of the Document Set are changed? (which is normal expected behavior)

CONTENT is changed. This is reflected in 80% of the sets, but not the reminding 20%. My feeling is that since nearly all of the document sets are updated automatically with "modified by" and "modified" when CONTENT is changed, it's rather odd that some of the sets does not.
To summarize:
All Document Sets are stored in the same list on the same site-collection. All the document sets contain one OneNote file and one folder.
If we change something in the file or the folder (content), this is reflected inside the document set (see picture above). If we then go back to the main list with all the document sets, only 80% of the Document Sets have been updated with the same "modified" and "modified by".
