Sorry, but not sure if this is an issue or not...I have just verify I cannot reproduce your problem and a user with full control over a modern SPO site can access without problem permissions settings....my tenant is in first release mode
- Hi Juan, The folks at Microsoft support have been able to replicate this problem at their end and have raised a request with the "Product group" as they put it.

I've also discovered quite a few other issues with using the Modern pages on existing (None Microsoft Teams generated) SharePoint sites.

Thanks for looking into this Juan. That's good to hear, I'm hoping it's simply an issue with our site collections/tennant.
I've logged a service request with Microsoft.
I'll let you know the outcome.
